The Federal Communications Commission (FCC) is an independent agency of the U.S. government. Responsible for the import and use of radio frequency devices, including electronic devices, radio receiving and transmission equipment, radio remote control products and other products that may harm personal safety. If the home appliances with WiFi and Bluetooth functions want to be exported to the United States, they must be tested and approved by the laboratories authorized by the government according to the FCC technical standards. Importers and customs agents are required to declare that each radio frequency device complies with FCC regulations, or FCC certification. The office of engineering and technology of the Federal Communications Commission is responsible for equipment certification and accreditation.


2. Regulations concerning wireless communication in FCC certification


Most products are covered by FCC Part 15 and FCC Part 18:

FCC Part 15 provides for intentional, unintentional, or instantaneous transmitting devices that do not require a personal license in use.


FCC Part 15 focuses on RF products, which are mainly divided into four categories: unintentional transmitting equipment, intentional transmitting equipment, personal communication equipment without license, and basic information equipment of countries without license. Almost all electrical and electronic devices contain unintentional emissions.


FCC Part 18 specifies the electromagnetic energy emitted by industrial, scientific and medical equipment (ISM) working in a certain frequency spectrum. In order to avoid harmful interference of the above equipment to the authorized wireless communication service.


Products with bandpass mobile communication function will also involve FCC Part 22, and products with remote control equipment will also involve FCC Part 95.




3. Penalties for FCC illegal products


In order to protect the interests of consumers, the government usually imposes very severe penalties on the products that violate the regulations. The specific punishment methods are as follows:


Ø all products that do not conform to the specifications will be confiscated;


To impose a fine of 100000-200000 US dollars on each person or organization;


A fine of double the total sales revenue of unqualified products shall be imposed;


The fine for each violation is $10000 per day.



4. FCC certification method


There are three ways of FCC certification: self verification, declaration of conformity and ID certification. FCC will adjust the product catalog of ID certification according to the development of product technology every year. At present, more and more products turn to self verification and declaration of conformity.


Self verification: manufacturers or importers ensure that their products have undergone necessary tests to confirm that the products comply with relevant technical standards and retain test reports. FCC has the right to require manufacturers to submit test data of equipment samples or products. Equipment suitable for self verification include TV sets, FM receivers and industrial, scientific and medical equipment for non mass consumer use as stipulated in part 18 of the regulation.


Declaration of conformity: the party in charge of the equipment (generally the manufacturer or importer) tests the products at the qualified testing agency designated by FCC to ensure that the equipment meets the relevant technical standards and retains the test report. FCC has the right to require the party in charge to submit the test data of the equipment samples or products. The equipment applicable to the declaration of conformity includes civil broadcast receivers, super regenerative receivers, other receivers specified in part 15 of the regulation, TV interface equipment, cable system terminal equipment and industrial, scientific research and medical equipment specified in part 18 of the regulation for mass consumers. The responsible party (manufacturer or importer) will test the products in the qualified testing agency designated by FCC, and make a test report. If the products meet the FCC standard, the corresponding label will be pasted on the products, and the relevant compliance with the FCC standard will be stated in the user manual, and the test report will be reserved for the request of FCC.


Ø ID certification: FCC will review the samples (or photos) and test data submitted by the applicant, and grant an FCC ID number to the equipment if it meets the requirements of FCC rules. Equipment suitable for certification include low-power transmitters such as cordless phones, remote controls for automatic doors, radio controlled toys and safety alarm systems, equipment intended to emit radio frequency energy in regulation part 15, industrial, scientific research and medical equipment used by consumers in regulation part 18, automatic frequency conversion receivers and super regenerative receivers, TV interface equipment, and home appliances Brain and its peripherals. First apply for an FRN to fill out other forms. If the applicant is applying for FCC ID for the first time, it needs to apply for a permanent grant code. While waiting for FCC approval to distribute grant code to the applicant, the applicant should seize the time to test the equipment. When all the materials required by FCC are ready and the test report has been completed, the FCC should have approved the grant code. The applicant uses the code, test report and required materials to complete FCC form 731 and form 159 online. After FCC receives form 159 and remittance, it begins to accept the application for certification. The average time for FCC to accept ID application is 60 days. At the end of acceptance, FCC will send the original authorized patent of FCC ID to the applicant. The applicant can sell or export the corresponding products after getting the certificate.


5. Information required for FCC certification application


1. Full name and detailed contact address of the manufacturer and the party applying for certification.


2. A copy of the installation and operation manual of the certified product to be provided to the user. (if there is no user manual for the product, a draft copy of the relevant content can be provided)


3. Product electrical schematic diagram and working principle description. (if the product has grounding or antenna, it should be described)


4. Working oscillation frequency table of relevant products, in which the signal propagation path and corresponding oscillation frequency shall be listed.


5. Other product features that need to be explained.

1. Relevant documents should be in both Chinese and English.


2. In order to shorten the certification period, the information provided should preferably be in the form of electronic documents.


3. In the process of certification, in view of some special circumstances, the enterprise may need to hand in other additional relevant information.



6. FCC certified prototype



At least one qualified prototype shall be provided for each model applied for certification. (two or more are recommended)


The prototype provided by the company must be guaranteed to be formally qualified, and its internal electrical structure and appearance must be consistent with the batch prototype exported in the future


The trademark model on the prototype must be clear and reliable
