There are many reasons for EMC radiation test failed according to the standard, such as interface filtering, cable design, grounding, shielding etc.
General speaking, it is the problem of PCB design.
For TCB, multilayer board is recommended choice, as it can reduce impedance.
The circuit on PCB board is required to be straight and short.
