What Is NAL Certification?
The “Network Access License” is mandatory for telecommunication equipment which is connected to the public telecommunication networks in China. According to requires publicized in June 2001 by MIIT, there are around 25 product categories that include approximately 300 different kinds of telecommunication devices.
The Ministry of Industry and Information Technology (MIIT) is responsible for NAL. And it is also responsible for the maintenance and interconnection of the public telecommunications network in China.

In order to obtain the NAL /CTA, the following steps are needed:
1.Submission of the application documents
The applicant must be China mainland residence
Applicant unit: agency or branch in China
All the documents must be written in Chinese.
2.Product tests
In additional to NAL, usually telecommunication equipment needs a CCC certification. before applying for CCC, the applicant would be required to submit NAL. Some testing results of the NAL approval process and CCC Certification are relevant, and these tests do not have to be undertaken twice.
3.License issue
Once all tests have been passed, MIIT will issue the license. Then, the device can be legally exported to China and be sold there.

Note: The Network Access License (blue) and Approval for Access to the Network (green) is different because of products. The green one is for new category products access to networ within 1 year, such as : 1) 5G products 2) 4G terminal for non-vehicle used 3) New technologies and emerging devices Network access license (blue) for other products.
The validity of Network Access License (green) is usually 1 year or half a year, then the manufacturer need to apply for an extension, or changes to blue one according to the latest regulations. | |
